COAL HYBRID LIQUEFACTION TECHNOLOGY

In the face of the worldwide crisis posed by the continuing rise in crude oil prices, and the fact that the dwindling reserves are not being replaced by new discoveries, there is a critical need to develop innovative solutions. The Philippines, in particular, needs an increasing supply of oil to fuel its economic growth. And CPI Energy is at the forefront of this crucial endeavor.

With Headwaters Technology Innovation Group (HTIG) of New Jersey, USA, CPI Energy is doing the Feasibility Study to determine the techno-economic viability of establishing a coal-to-liquids plant in the Philippines. Under the current high oil price and unstable supply scenario, coal-to-liquids is a viable option for providing ultra clean transportation fuels and petrochemical feedstock. A coal hybrid liquefaction plant improves overall efficiency through reduction in refining cost and enables the utilization of low-grade coals. The Philippines has abundant coal resources that have not been fully utilized because they are low-grade. HTIG has perfected the technology used since the last war. The coal liquefaction plant in the Philippines as a hub for Southeast Asia shall use low rank coal converted to clean fuel.

The goal of the project is to establish a coal-to-liquids facility that will produce 50,000 barrels of transportation fuels utilizing Philippine coals. This coal liquefaction complex will not only be self-sufficient in power requirement but will also have an excess power output of 67 MW that it can sell to the grid. The most vital feature of this technology and investment in the Philippines is its ability to produce fuels lower than present fuel prices.

The Project Development Plan and Pre-Feasibility Study Report of the Project was presented by HTIG and H&WB Corporation which is the developer of the Philippine project to President Gloria Macapagal-Arroyo on September 15, 2005 following the United Nations Summit in New York City.
